Home Loans in Sandy, Oregon

Sandy home loans have a tool most Clackamas County cities do not: USDA zero-down financing reaches inside the city limits. Sandy sits on US-26 at the gateway to Mt. Hood, outside Metro, with its own buses, its own fiber internet and a lower tax rate than the urban county. This guide covers what homes cost, which loan programs fit, and the sewer moratorium every new-construction buyer should know about.

Why Buyers Ask Me About Sandy Home Loans

Drive east on US-26 past the last Gresham stoplight and the road starts to climb. Farm stands and nursery fields give way to fir trees. Then the highway splits into Pioneer and Proctor Boulevards, and you are in downtown Sandy. Mt. Hood fills the windshield on a clear day. That view is a big part of why Sandy home loans show up on my desk. Buyers want a small town with the mountain close, and a price that still works.

Sandy is the largest Clackamas County city I did not have a page for. Portland State University's certified estimate put it at 13,044 people as of July 2025. It sits outside the Metro regional government and draws its own urban growth boundary. It runs its own bus system, Sandy Area Metro. It runs its own internet utility, SandyNet. That independence shapes a home loan here in ways a Portland-area buyer does not expect.

I have written Clackamas County loans for more than twenty years. Three things make Sandy different from the cities closer in. First, USDA zero-down financing reaches the city itself, not just the farms around it. Second, the city has paused new land use applications that need new sewer connections, which changes the new-construction picture. Third, the tax rate runs lower than in most of the urban county. This page covers all three, plus the local prices behind Sandy home loans.

What Sandy Home Loans Are Sized For: Local Prices

Zillow's home value index for Sandy was about $520,000 at the end of August 2026. That is almost exactly where it stood a year earlier, up about 0.1 percent. Sandy prices have been flat, not falling. For comparison, the same index puts Gladstone near $512,000, Estacada near $537,000 and Damascus near $668,000. Sandy sits in the middle of the eastern county.

That price level matters for the loan. The 2026 conforming loan limit for Clackamas County is $832,750 and the FHA limit is $701,500. Nearly every house inside Sandy fits under both. So the Sandy home loans conversation is rarely about jumbo planning. It is about down payment, and whether USDA or VA can take it to zero. My Clackamas jumbo loan checklist explains why the two limits differ and links the FHFA and HUD sources.

Price Range Typical Sandy Property Common Loan Programs
Under $425,000 Condos, townhomes and older smaller homes near downtown USDA, FHA 3.5% down, Conventional 3% to 5% down, VA
$425,000 to $575,000 Three- and four-bedroom homes in the newer subdivisions USDA, Conventional 5% to 20% down, FHA, VA
$575,000 to $700,000 Larger homes, bigger lots, view lots toward the mountain Conventional 10% to 20% down, VA, FHA up to the limit
$700,000 and up Acreage and custom homes, mostly just outside city limits Conventional 20% down, VA

One caution on the numbers. A home value index is a smoothed estimate, not a sale price. It rolls forward every month. When I think about appraisal risk, I look at the comparable sales for the house you are buying, not the citywide figure.

USDA Loans: Why Sandy Home Loans Can Start at Zero Down

This is the biggest difference between Sandy and the cities west of it. On October 2, 2026, I ran eight Sandy addresses through USDA's own property eligibility service. They included City Hall on Pioneer Boulevard, the public library on Proctor Boulevard, Sandy High School and addresses on the west side off Champion Way and Bluff Road. Seven came back eligible. The eighth was a partial address the system could not match, so it returned no answer rather than a no. The same check on addresses in Gladstone, Milwaukie and Happy Valley came back ineligible.

What that means in practice: a USDA loan is a real option for many Sandy home loans, inside the city limits. It offers 100 percent financing with no down payment. The home has to be your primary residence. Household income has to fall at or under 115 percent of the area median, and USDA counts everyone in the household, not just the borrowers. There is an upfront and an annual guarantee fee, which I show you next to FHA and conventional so you can compare the real monthly cost.

Two cautions. USDA eligibility is decided by the exact address, and the map is reviewed over time. I check the specific property on USDA's tool before I build a USDA file. The income limit is the other gate. A two-income household in Sandy can land over it, and then FHA or conventional is the better path. My guide to USDA-eligible towns in Clackamas County shows where the line generally falls around Sandy, Estacada, Molalla and Boring.

Sandy Home Loans and the Sewer Moratorium

Every buyer looking at new construction in Sandy needs to know this. The City of Sandy is not accepting new land use applications that propose new sewer connections. The city's wastewater treatment plant has not been able to keep up with wet-weather flows. That led to permit violations on Tickle Creek and enforcement by Oregon DEQ and the EPA under the Clean Water Act. The city signed a consent decree and adopted a development moratorium.

The timeline, from the city's own moratorium page:

Here is how that touches a home loan.

Buying a Newly Built Home in Sandy

Applications filed before October 3, 2022 are not affected, and some projects hold allocated capacity. So you may still find new homes for sale. The pipeline is finite, though. If you are buying from a builder, I ask for the lot's land use approval and sewer allocation status before you sign. A construction-to-permanent loan on a lot without sewer capacity is a non-starter. My new construction financing guide for Clackamas County covers builder contracts, construction loans and rate locks.

Remodels, Additions and ADUs in Sandy

The city says a remodel or addition should not be affected as long as it does not change your sewer connection in a way that increases flow. An accessory dwelling unit is a harder question. An ADU adds a kitchen and a bathroom, and the moratorium targets new sewer connections. If your plan depends on adding an ADU after closing, ask the city's planning and building staff first. I would not underwrite a purchase around ADU rent in Sandy until the city has said yes. My ADU financing guide covers the loan side once the permit side is clear.

Utility Bills in Your Monthly Budget

The fix costs money. The city says it has invested over $30 million in the sewer system so far. It has secured more than $16 million in grants and over $40 million in low-interest loans. It also says utility rates have risen to pay for the work. Sewer and water bills do not count in your debt-to-income ratio. They do count in your real budget. On a Sandy purchase, I suggest asking the seller for a recent utility bill before you settle on a price range.

I can check USDA eligibility on the exact address and run USDA, FHA, VA and conventional side by side. The tax code goes in from the start, so the payment is real before you write the offer. Call me at (503) 765-1765 or schedule a conversation.

Loan Programs I Use Most for Sandy Home Loans

Sandy prices sit under both county loan limits, so the whole menu is open. Here is how the programs usually sort out.

USDA Loans in Sandy

USDA comes first for buyers whose income fits. Zero down is hard to beat when the address qualifies. The property has to meet USDA's standards for a safe, sound primary home. A standard house in town is the cleanest fit. A working farm or income-producing acreage usually is not. My zero-down home loans in Oregon page compares USDA with VA and assistance-backed options.

FHA Loans in Sandy

FHA home loans fit buyers who are over the USDA income limit or whose credit file is thin. The minimum down payment is 3.5 percent. On a $520,000 house that is $18,200. FHA carries mortgage insurance, upfront and monthly. On most FHA loans the monthly premium lasts for the life of the loan. I show that cost next to a conventional quote every time.

Conventional Loans in Sandy

Conventional home loans cover the move-up buyers and anyone putting real money down. First-time buyers can go as low as 3 percent down. Private mortgage insurance can come off once you reach the equity threshold. My first-time home buyer loans comparison lines up conventional, FHA, VA and USDA rule by rule.

VA Loans in Sandy

Veterans and active-duty buyers can use a VA home loan for zero down with no monthly mortgage insurance. VA has no income cap like USDA does, and no rural-area rule. For an eligible veteran, VA is often the cleaner zero-down loan even where USDA is available. Prices in Sandy sit under the conforming limit, so full entitlement covers the purchase.

Schools, Commute and Daily Life Around Sandy Home Loans

Sandy is served by the Oregon Trail School District. Its levy and its bond both show on every Sandy tax code. The district covers a wide area, from Boring up the mountain to Welches, and Sandy High School is in town on Bell Street. As always, verify the school assignment for the specific address with the district.

For the commute, US-26 is the main road. It runs west to Gresham and east to Mt. Hood. Sandy is outside the TriMet district, so the city runs its own buses. Sandy Area Metro rides are fare-less inside town. Trips that leave town cost $1.00. SAM runs routes to the Gresham Transit Center, to Clackamas Town Center and to Estacada. That Clackamas Town Center route matters to me: it stops a few minutes from my office. A combined SAM and Mt. Hood Express all-day pass is $5.00, so the mountain is a bus ride away.

Two utilities set Sandy apart. SandyNet is a city-owned internet provider. The city says its fiber network can reach every home inside city limits, and that over 80 percent of residents use it. For buyers who work from home, that is worth asking about on a listing. Water comes from Alder Creek, Brownell Springs and the Portland Water Bureau's Bull Run supply. Portland must treat Bull Run water for cryptosporidium by September 2027. So Sandy is planning a new pipeline, about 11,500 feet, mostly along Bluff Road, to reach the treated supply.

Property Taxes and Insurance on Sandy Home Loans

Sandy's tax picture is simpler than most. Clackamas County's 2025-26 tables list four tax codes inside the city. Three of them carry the same consolidated rate, about $17.16 per $1,000 of assessed value. Those three hold nearly all of the city's taxable value. The fourth is a small code served by Clackamas Fire instead of the Sandy fire district, at about $17.98.

Why is Sandy lower than the cities closer in? Look at what is on the bill. A Sandy code carries the city, the county, the Oregon Trail School District and its bond, Mt. Hood Community College, the Sandy fire district and an urban renewal levy. It carries no Metro levy, because Sandy is outside Metro. Gladstone's main code, for comparison, runs about $20.15.

The rate applies to assessed value, not to the price you pay. Under Oregon's Measure 50, assessed value grows at most 3 percent a year, and a sale does not reset it. A long-held Sandy house often has an assessed value well below its sale price. A home built in the last few years usually has less of that gap. That is why I pull the actual tax statement for the property before I build your escrow estimate.

Homeowners insurance in town is routine. On the wooded edges of the city and on acreage outside it, I get an insurance quote early. A house that is hard to insure is a house that is hard to close. If a property sits in a mapped flood hazard area, the lender will require flood insurance too. I check the flood determination at the start of the file.

How I Handle Sandy Home Loans From Pre-Approval to Closing

The process starts with a real pre-approval, not a quick estimate. My Clackamas County pre-approval guide explains the difference and what documents I need. For a Sandy purchase, I check household income against the USDA limit on day one. If it fits, I run USDA next to FHA, conventional and, where it applies, VA.

Once you are under contract, I confirm USDA eligibility on the exact address and order the appraisal. On a newer home, I confirm the lot's sewer status with the builder or the city. On an older home or a house on acreage, I check the well, septic and access road early, because those items can slow a USDA or FHA appraisal.

My office is in Clackamas, near Clackamas Town Center. I work with the same appraisers, title officers and agents on Sandy files that I use in Damascus and Molalla. Want to understand how a local broker differs from a national call center? My Clackamas County mortgage broker guide lays it out.

Sandy Home Loans Compared With Neighboring Cities

Most buyers looking at Sandy are also looking east and west along the same corridor. Here is the short version, using the same Zillow index for every city as of August 2026.

City Typical Home Value Who It Fits Common Programs
Sandy About $520,000 Zero-down USDA buyers, mountain access, small-town feel USDA, FHA, VA, Conventional
Damascus About $668,000 Larger lots closer to Happy Valley and I-205 Conventional, VA, FHA
Happy Valley About $679,000 Families wanting newer subdivisions near Clackamas Conventional, VA
Molalla About $492,000 USDA buyers in the south county USDA, FHA, VA, Conventional

The honest summary: Sandy costs about $150,000 less than Damascus or Happy Valley on the typical home. It also opens the USDA door those cities do not have. The trade is distance from the Portland job centers and a tight new-construction pipeline. For the data behind a neighbor, see my Damascus housing market report.

Frequently Asked Questions About Sandy Home Loans

Who can help me with a home loan in Sandy, OR?

I am Tu Phan (NMLS #7916), a Clackamas County mortgage broker with Fairway Independent Mortgage. My office is in Clackamas, near Clackamas Town Center. I write USDA, FHA, VA and conventional loans for Sandy buyers and homeowners. I handle the file from pre-approval through closing. Terms are subject to a full Loan Estimate.

Is Sandy, Oregon eligible for a USDA zero-down loan?

For the in-town addresses I tested in October 2026, yes. Seven Sandy addresses, including City Hall, the library and Sandy High School, came back eligible on USDA's own eligibility service. Eligibility is set by the exact address, and household income must be at or under 115 percent of the area median. I check both for the specific house before building a USDA file.

How much do Sandy home loans typically cover?

Zillow's home value index for Sandy was about $520,000 in August 2026, flat from a year earlier. That is well under Clackamas County's 2026 conforming limit of $832,750 and FHA limit of $701,500. Nearly every Sandy home can be financed with a standard USDA, FHA, VA or conventional loan rather than a jumbo.

Can I buy a new construction home in Sandy during the sewer moratorium?

Sometimes. The City of Sandy is not accepting new land use applications that propose new sewer connections. Applications filed before October 3, 2022 are not affected, and some projects hold allocated capacity. Resolution 2026-04, adopted May 18, 2026, set up a program to allocate future capacity. Before you sign a builder contract, I confirm the lot's approval and sewer status.

What are property taxes like on a Sandy home?

Clackamas County's 2025-26 consolidated rate for nearly all of Sandy is about $17.16 per $1,000 of assessed value. One small tax code runs about $17.98. That is lower than most urban Clackamas cities, in part because Sandy is outside Metro. The rate applies to assessed value, which under Measure 50 grows at most 3 percent a year and does not reset on a sale. I pull the actual tax statement before building your escrow estimate.

Can I add an ADU to a Sandy home after I buy it?

Ask the city first. Sandy's moratorium targets land use applications that propose new sewer connections, and an ADU adds a kitchen and a bathroom. The city says a remodel or addition that does not increase sewer flow should not be affected. I would not underwrite a Sandy purchase around ADU rent until the city's planning and building staff confirm the project can go forward.

Looking for zero down?

Sandy is one of the few Clackamas County cities where USDA reaches inside the city limits. My guide to USDA-eligible towns in Clackamas County shows where else the zero-down line falls, and how to check an address yourself.
