Why Buyers Ask Me About Estacada Home Loans
Follow Highway 224 southeast from Clackamas and the suburbs thin out fast. Past Carver the road drops to the Clackamas River. Past Eagle Creek it runs between pasture and fir. Then the river bends, and you are in Estacada. That drive is why Estacada home loans land on my desk. Buyers want the river, some elbow room and a price that still works.
Estacada started as a camp for the crews building a hydroelectric dam on the Clackamas River. It incorporated in 1905. For most of the last century it was a timber town. It is now one of the faster-growing small cities in the county. The census counted 2,695 residents in 2010 and 4,356 in 2020. Portland State University's certified estimate put the city at 6,232 as of July 2025.
I have written Clackamas County loans for more than twenty years. Three things make Estacada different from the cities closer in. First, USDA zero-down financing reaches the city itself. Second, many homes outside the city limits run on a private well and a septic system, and each loan program has rules for both. Third, the city's tax rate is lower than any other Clackamas County city's main tax code. This page covers all three, plus the local prices behind Estacada home loans.
What Estacada Home Loans Are Sized For: Local Prices
Zillow's home value index for Estacada was about $537,000 at the end of August 2026. That is down about 1.4 percent from a year earlier. Over five years the index is up about 4.7 percent. So Estacada prices have cooled a little, not dropped. For comparison, the same index puts Sandy near $520,000 and Molalla near $492,000.
The rural addresses around town run higher. The same index puts Eagle Creek, just northwest on Highway 224, near $665,000. That gap is acreage. A house on five acres with a shop is a different purchase from a house in a subdivision. It is a different loan file too.
The price level matters for the loan. The 2026 conforming loan limit for Clackamas County is $832,750 and the FHA limit is $701,500. Most houses inside Estacada fit under both. So the Estacada home loans conversation is rarely about jumbo planning. It is about down payment, and whether USDA or VA can take it to zero. My Clackamas jumbo loan checklist explains why the two limits differ and links the FHFA and HUD sources.
| Price Range | Typical Estacada Property | Common Loan Programs |
|---|---|---|
| Under $450,000 | Older homes near downtown, townhomes and smaller starter houses | USDA, FHA 3.5% down, Conventional 3% to 5% down, VA |
| $450,000 to $575,000 | Three- and four-bedroom homes in the newer subdivisions | USDA, Conventional 5% to 20% down, FHA, VA |
| $575,000 to $700,000 | Larger homes and houses on small acreage with a well and septic | Conventional 10% to 20% down, VA, FHA up to the limit |
| $700,000 and up | Acreage, river frontage and custom homes outside city limits | Conventional 20% down, VA |
One caution on the numbers. A home value index is a smoothed estimate, not a sale price. It rolls forward every month. When I think about appraisal risk, I look at the comparable sales for the house you are buying. On acreage, good comparables can be few and far apart, so I raise that early.
USDA Loans: Why Estacada Home Loans Can Start at Zero Down
On October 6, 2026, I ran seven Estacada addresses through USDA's own property eligibility service. They included City Hall on SE Main Street, the public library on NW Wade Street and Estacada High School on NE 6th Avenue. The other four were spread across town, from the southwest side to the newer streets on the northeast edge. All seven came back eligible. An eighth address, on Highway 224 in Eagle Creek, could not be matched, so the system gave no answer.
What that means in practice: a USDA loan is a real option for many Estacada home loans, inside the city limits. It offers 100 percent financing with no down payment. The home has to be your primary residence. Household income has to fall at or under 115 percent of the area median. USDA counts everyone in the household, not just the borrowers. There is an upfront and an annual guarantee fee, which I show you next to FHA and conventional.
Two cautions. USDA eligibility is decided by the exact address, and the map is reviewed over time. I check the specific property on USDA's tool before I build a USDA file. The second caution is the property itself. USDA's rule says the site cannot include income-producing land or buildings used mainly to produce income. A house on a few acres is usually fine. A working farm is not. My guide to USDA-eligible towns in Clackamas County shows where the line generally falls around Estacada, Sandy, Molalla and Boring.
Well and Septic Rules on Estacada Home Loans
Inside the city, homes connect to city water and city sewer. The city draws its drinking water from the Clackamas River. Outside the city limits, a private well and a septic system are common. Neither one blocks a loan. Each one adds steps, and the steps differ by program. Here is what the rules say, taken from the sources themselves.
FHA Well Water Rules Near Estacada
HUD Handbook 4000.1 covers private wells in its property underwriting section. I read the edition revised August 12, 2026. The water has to meet the standards of the local health authority. If there are none, EPA drinking water standards apply. An existing well must deliver at least three gallons per minute.
Some water sources do not qualify at all. The handbook says a property is not eligible for FHA insurance if its water source includes a mechanical chlorinator. The same is true if the home is served by a spring, a lake, a river, a sand-point well or an artesian well. That matters on river and creek properties. I ask where the water comes from before I suggest FHA.
FHA does not require a water test on every well. The handbook requires one on new construction. It also requires one when the appraiser reports a problem with the well or the water. The same goes when the water is known or reported to be unsafe. A home close to a dump, a landfill, an industrial site or a farm where pesticides are a concern needs one too. A neutral third party must collect and deliver the sample. The buyer, the seller and anyone else with a stake in the sale cannot. When a test is required, the report cannot be more than 180 days old on the day the loan funds.
FHA also sets minimum distances for an existing well. It should sit at least 10 feet from the property line, 50 feet from the septic tank and 100 feet from the drain field. The drain field distance can drop to 75 feet if the local authority allows it. Where local rules are stricter, the local rules win. A shared well is allowed when it serves two to four homes under a binding agreement that meets FHA's terms.
FHA Septic Rules Near Estacada
The handbook's sewage rule is short. If a public or community sewer is available at a reasonable cost, FHA wants the house connected. If not, an existing septic system is acceptable when it works properly and meets local health department requirements. What if the system is failing and no sewer is available? Then the lender must reject the property unless the system is repaired or replaced to local standards.
USDA Well and Septic Standards
USDA's rules sit in federal regulation. Under 7 CFR 3555.201, the site must have adequate water and wastewater disposal. A private system is allowed when the lender finds it adequate, safe and up to code. Hooking up to a public system must also be unreasonable in cost or feasibility. Under 7 CFR 3555.202, an existing home must have adequate and safe plumbing, water and wastewater systems. The home is inspected against HUD's standards, so in practice the FHA rules above set the bar for a USDA file as well.
The same regulation covers access. The site needs direct access from a street, road or driveway, and streets and roads must be hard surfaced or all-weather. A long private road is worth a look before you write an offer on a USDA loan.
Oregon's Well Test Law for Estacada Sellers
Oregon adds its own rule, and it applies no matter which loan you use. Under ORS 448.271, the seller of a property with a domestic well must have the well tested once an offer is accepted. The test covers arsenic, nitrates and total coliform bacteria. The seller sends the results to the Oregon Health Authority and to the buyer within 90 days of receiving them.
One line in that statute matters to buyers. A seller's failure to test does not invalidate the sale. So the law does not protect you after closing if nobody asked. I ask for the results early, and I want them in the file before the appraisal comes back.
What I Check First on Rural Estacada Home Loans
- Where the water comes from: a drilled well, a shared well, a spring or a creek.
- Whether there is a recorded agreement for any shared well or shared road.
- The state well test results, and a flow test when the program or the appraiser calls for one.
- A septic inspection by a qualified inspector. Lenders do not always require one, but I recommend it on every septic property.
- How the land is used. A hobby garden is fine. Barns and fields that earn income change the loan.
None of this is engineering or legal advice. It is how I keep a rural file from stalling three weeks before closing.
Thinking about buying in Estacada?
I can check USDA eligibility on the exact address and tell you which programs fit the water and septic setup. Then I run USDA, FHA, VA and conventional side by side with the real tax code. Call me at (503) 765-1765 or schedule a conversation.
Loan Programs I Use Most for Estacada Home Loans
Estacada prices sit under both county loan limits, so the whole menu is open. Here is how the programs usually sort out.
USDA Loans in Estacada
USDA comes first for buyers whose income fits. Zero down is hard to beat when the address qualifies. A standard house in town on city water and sewer is the cleanest fit. My zero-down home loans in Oregon page compares USDA with VA and assistance-backed options.
FHA Loans in Estacada
FHA home loans fit buyers who are over the USDA income limit or whose credit file is thin. The minimum down payment is 3.5 percent. On a $537,000 house that is $18,795. FHA carries mortgage insurance, upfront and monthly. On a rural property, FHA's water source rules decide whether the program is even on the table.
Conventional Loans in Estacada
Conventional home loans cover move-up buyers and most acreage purchases. First-time buyers can go as low as 3 percent down. Private mortgage insurance can come off once you reach the equity threshold. My first-time home buyer loans comparison lines up conventional, FHA, VA and USDA rule by rule.
VA Loans in Estacada
Veterans and active-duty buyers can use a VA home loan for zero down with no monthly mortgage insurance. VA has no income cap like USDA does, and no rural-area rule. For an eligible veteran, VA is often the cleaner zero-down loan even where USDA is available.
Growth, Sewer Capacity and Estacada Home Loans
A town that more than doubled in fifteen years needs bigger pipes. Estacada is building a new wastewater treatment plant on city land across from the current one, at 805 Evergreen Way. The city's project page lists a total cost of $59 million. It broke ground on August 11, 2025, and the city estimates completion in September 2027. The plant uses membrane bioreactor treatment. The city says it is sized for the next 20 years of projected need.
The money comes mostly from Oregon DEQ's Clean Water State Revolving Fund. The city also lists a $2.4 million state grant and a $2 million federal EPA grant. A loan that size is repaid through utility bills over time. Sewer and water bills do not count in your debt-to-income ratio. They do count in your real budget. I suggest asking the seller for a recent utility bill before you settle on a price range.
One contrast with the neighbor to the north. Sandy has a moratorium on new land use applications that need new sewer connections. Estacada's project page declares no moratorium. New homes are still being built here. If you are buying from a builder, my new construction financing guide for Clackamas County covers builder contracts, construction loans and rate locks.
Schools, Commute and Daily Life Around Estacada Home Loans
Estacada is served by the Estacada School District. River Mill Elementary, Clackamas River Elementary, Estacada Middle School and Estacada High School are all in town. The district covers a wide rural area, so verify the school assignment for the specific address with the district.
For the commute, Highway 224 is the main road. It runs northwest through Eagle Creek toward Clackamas and I-205. Highway 211 crosses it and links Estacada with Sandy to the north and Molalla to the southwest. Estacada is about 30 miles southeast of Portland.
Unlike Sandy, Estacada is on the TriMet map. Line 30 runs between Estacada and Clackamas Town Center by way of Eagle Creek Road, Highway 224 and Highway 212. It runs on weekdays, Saturdays and Sundays. TriMet adjusted the route in August 2026 to use SE Johnson Road near the Clackamas end. That last stop matters to me: the transit center is a few minutes from my office. Sandy Area Metro also runs a route between Estacada and Sandy.
The river is the reason many buyers come. Milo McIver State Park sits just downstream of town. Highway 224 keeps going upstream into the Mt. Hood National Forest. Estacada has also built a reputation as a small arts town.

Property Taxes and Insurance on Estacada Home Loans
Estacada's tax rate sits below every other city's main tax code on Clackamas County's 2025-26 tables. The tables list two tax codes inside the city. Both carry the same consolidated rate, about $14.66 per $1,000 of assessed value. For comparison, Sandy runs about $17.16 and Gladstone's main code about $20.15.
Why so low? Look at what is on the bill. An Estacada city code carries the city and its bond, the county and the Estacada School District. It also carries Clackamas Community College, the Estacada fire district and a city urban renewal levy. It carries no Metro levy, because Estacada is outside Metro. And the school district shows no bond rate on the 2025-26 table. In Sandy and Canby the school bond alone adds more than $1.60.
Outside the city the rate drops again. The three largest rural codes in the Estacada School District and the Estacada fire district all run about $11.80. Rural codes toward Eagle Creek that are served by Clackamas Fire run about $12.34 to $12.40. A few remote codes list no fire district at all. On one of those, I would ask about fire protection before anything else, because the insurance quote depends on it.
The rate applies to assessed value, not to the price you pay. Under Oregon's Measure 50, assessed value grows at most 3 percent a year, and a sale does not reset it. A long-held Estacada house often has an assessed value well below its sale price. A newly built home usually has less of that gap. That is why I pull the actual tax statement for the property before I build your escrow estimate.
Homeowners insurance in town is routine. On wooded acreage and up the river canyon, I get an insurance quote early. A house that is hard to insure is a house that is hard to close. If a property sits in a mapped flood hazard area, which can happen along the Clackamas River, the lender will require flood insurance too. I check the flood determination at the start of the file.
How I Handle Estacada Home Loans From Pre-Approval to Closing
The process starts with a real pre-approval, not a quick estimate. My Clackamas County pre-approval guide explains the difference and what documents I need. For an Estacada purchase, I check household income against the USDA limit on day one. If it fits, I run USDA next to FHA, conventional and, where it applies, VA.
Before you write an offer on a rural property, I ask three questions. Is it on a well? Is it on septic? Does the land earn income? The answers tell me which programs are still open. Once you are under contract, I confirm USDA eligibility on the exact address, request the seller's well test results and order the appraisal.
My office is in Clackamas, near Clackamas Town Center. I work with the same appraisers, title officers and agents on Estacada files that I use in Sandy and Molalla. Want to understand how a local broker differs from a national call center? My Clackamas County mortgage broker guide lays it out.
Estacada Home Loans Compared With Neighboring Cities
Most buyers looking at Estacada are also looking at the other small towns on the county's rural edge. Here is the short version, using the same Zillow index for every city as of August 2026.
| City | Typical Home Value | Who It Fits | Common Programs |
|---|---|---|---|
| Estacada | About $537,000 | Zero-down USDA buyers, river access, room for acreage | USDA, FHA, VA, Conventional |
| Sandy | About $520,000 | USDA buyers who want US-26 and the mountain close | USDA, FHA, VA, Conventional |
| Molalla | About $492,000 | USDA buyers in the south county | USDA, FHA, VA, Conventional |
| Damascus | About $668,000 | Larger lots closer to Happy Valley and I-205 | Conventional, VA, FHA |
| Oregon City | About $598,000 | Buyers who want the county seat and I-205 | Conventional, FHA, VA |
The honest summary: Estacada costs about $130,000 less than Damascus on the typical home. It also opens the USDA door Damascus and Oregon City do not have. Against Sandy the prices are close. Estacada has the lower tax rate and a TriMet line. Sandy has US-26 and a tighter new-construction pipeline. The trade in both towns is distance from the Portland job centers.
Frequently Asked Questions About Estacada Home Loans
Who can help me with a home loan in Estacada, OR?
I am Tu Phan (NMLS #7916), a Clackamas County mortgage broker with Fairway Independent Mortgage. My office is in Clackamas, near Clackamas Town Center, where the Estacada bus line ends. I write USDA, FHA, VA and conventional loans for Estacada buyers and homeowners. I handle the file from pre-approval through closing. Terms are subject to a full Loan Estimate.
Is Estacada, Oregon eligible for a USDA zero-down loan?
For the addresses I tested in October 2026, yes. Seven Estacada addresses, including City Hall, the public library and Estacada High School, came back eligible on USDA's own eligibility service. Eligibility is set by the exact address, and household income must be at or under 115 percent of the area median. I check both for the specific house before building a USDA file.
How much do Estacada home loans typically cover?
Zillow's home value index for Estacada was about $537,000 in August 2026, down about 1.4 percent from a year earlier. That is well under Clackamas County's 2026 conforming limit of $832,750 and FHA limit of $701,500. Most Estacada homes can be financed with a standard USDA, FHA, VA or conventional loan rather than a jumbo.
Can I get an FHA loan on an Estacada house with a well?
Often, yes. HUD's handbook says the water must meet the standards of the local health authority, and an existing well must deliver at least three gallons per minute. A property served by a spring, lake, river, sand-point well or artesian well is not eligible for FHA insurance. The same goes for a water source with a mechanical chlorinator. I confirm the water source before I recommend FHA.
Does a seller have to test the well when selling a home near Estacada?
Yes, under Oregon law. ORS 448.271 says the seller of a property with a domestic well must have it tested for arsenic, nitrates and total coliform bacteria upon accepting an offer. The seller sends the results to the Oregon Health Authority and to the buyer within 90 days of receiving them. The statute also says a missed test does not invalidate the sale, so I ask for the results early.
What are property taxes like on an Estacada home?
Clackamas County's 2025-26 consolidated rate inside the City of Estacada is about $14.66 per $1,000 of assessed value. The largest rural tax codes around the city run about $11.80. Both are lower than most Clackamas County cities, and Estacada is outside Metro. The rate applies to assessed value, which under Measure 50 grows at most 3 percent a year and does not reset on a sale. I pull the actual tax statement before building your escrow estimate.
Looking for zero down?
Estacada is one of the few Clackamas County cities where USDA reaches inside the city limits. My guide to USDA-eligible towns in Clackamas County shows where else the zero-down line falls, and how to check an address yourself.
