On a warm Saturday in August, Max Patterson Memorial City Park on East Exeter Street fills up for the Gladstone Community Festival. Kids run through the spray park. A steady line of bikes rolls in off the Trolley Trail from Milwaukie. Two blocks over, Portland Avenue still follows the route of the 1893 interurban streetcar the street was named for. Down at Meldrum Bar Park, the boat ramp on the Willamette is busy. The Clackamas River pours in just upstream. That is the Gladstone most buyers picture. It explains why Gladstone home loans are a regular part of my week, even though the city has fewer than 12,000 residents.

Gladstone is small, old for this part of the county (it incorporated in 1911), and nearly built out. It sits on the east bank of the Willamette where the Clackamas River joins it. McLoughlin Boulevard (OR-99E) runs along its west edge and I-205 along its east edge. Oregon City is two miles south. Portland is about eighteen miles north. The Trolley Trail is a six-mile paved path on the old Portland Traction streetcar right of way. It runs from downtown Milwaukie to Gladstone and ties into the MAX Orange Line at its far end.

I have been writing Clackamas County loans for more than twenty years. Gladstone is one of the markets where knowing the local details actually changes the loan. Which side of the city a house sits on changes the tax rate. Whether a lot is in the flood management district changes the insurance line. A 1950s ranch on a 7,200-square-foot lot and a newer townhome near the town center fit different programs. This page walks through all of it.

What Gladstone Home Loans Are Sized For: Local Prices

Redfin's Gladstone market page covers the three months ending August 2026. It shows a median sale price of about $490,000, down roughly 8.5 percent from the same period a year earlier. Homes went pending in a median of 14 days, and 32 sold in August. Zillow's home value index for the city sits a little higher, around $512,000 as of the end of August 2026. The Census Bureau's five-year survey puts the median owner-estimated home value near $481,000 and the median household income near $91,000. Those three numbers bracket the market well: most Gladstone home loans I write land somewhere between $400,000 and $600,000.

What that means for financing is simple. The 2026 conforming loan limit for Clackamas County is $832,750 and the FHA limit is $701,500. Almost every house in Gladstone fits under both, so the financing conversation is rarely about jumbo planning. It is about down payment size and whether a VA benefit applies. It is also about whether FHA or conventional carries the lower total monthly cost for your file. Two cautions on the numbers. Redfin's figures roll forward every month, so quote them as a snapshot, not a rule. And a year-over-year decline in the median can reflect which houses happened to sell. It is not a repricing of every house on the block. When I talk about appraisal risk, I look at the comparables for the property you are buying, not the citywide median.

Gladstone Home Loans by Neighborhood and Housing Type

Gladstone does not have named neighborhoods the way Milwaukie or Portland do. For financing purposes, though, the city breaks into a few distinct pieces. Each one tends to attract a different loan.

The Town Center and Portland Avenue

The walkable core runs along Portland Avenue. City Hall (18505 Portland Ave) and the Clackamas County library branch at 525 Portland Ave sit within a few blocks of each other. The city's Gladstone Town Center zoning overlay allows lots as small as 2,500 square feet here. That is where you will find newer townhomes and small-lot infill next to century-old houses. Townhomes on small lots usually finance fine with conventional or FHA loans. An attached unit with a homeowners association needs a quick project review before I lock anything in.

The R-7.2 Ranch Blocks

Most of Gladstone is zoned R-7.2, which the municipal code defines as one detached house per 7,200 square feet. This is the mid-century Gladstone of three-bedroom ranches and split-levels between McLoughlin and I-205. It is where the bulk of Gladstone home loans get written. These houses are the sweet spot for FHA and low-down-payment conventional buyers, with one caveat. Original roofs, wiring and galvanized plumbing show up in inspections. An FHA appraiser will flag anything that affects safety or soundness. When the repair list is long, a renovation loan can fold the work into the purchase. The Riverfront and the Flood Management District

The land along the Clackamas and Willamette, around Meldrum Bar Park, Dahl Beach, Cross Park and High Rocks, is the scenic end of the city. It is also the part that needs the most care in a loan file. Gladstone updated its Flood Management Area District (Municipal Code chapter 17.29) in April 2025. If the house sits in a mapped special flood hazard area, the lender will require flood insurance. That premium goes into the monthly payment I quote you. I check the flood determination early, before you fall in love with the view. That way the payment you see on day one is the payment you actually get.

Middle Housing, ADUs and Infill

Gladstone rewrote its zoning code in June 2022 (Ordinance 1515) to comply with Oregon's House Bill 2001. Duplexes, triplexes, quadplexes, cottage clusters and townhomes are now allowed in every residential zone. The code also permits one accessory dwelling unit per lot. It is capped at 800 square feet or 75 percent of the primary house, whichever is smaller. Only about nine percent of the city's buildable residential land is still vacant. Schools, Commute and Daily Life Around Gladstone Home Loans

Gladstone runs its own school district, one of the smallest in the metro. It has four schools: the Gladstone Center for Children and Families for preschool and kindergarten, John Wetten Elementary, Kraxberger Middle School and Gladstone High School. That compact size is part of the draw for families. Two things to know as a buyer. First, some addresses inside city limits are served by a neighboring district. Verify the school assignment for the specific house with the district rather than assuming from the mailing address. Second, a $55.3 million district bond measure is on the November 2026 ballot after a larger one failed in May 2025. Bond measures change the tax rate, up or down. The commute is the other half of the Gladstone story. Oregon City is two miles down McLoughlin. Portland is about eighteen miles, and both I-205 and OR-99E leave from the city's edges. For transit, TriMet reshuffled the local lines in August 2026 and eliminated Line 32. Gladstone is now served by the frequent-service Line 33 along McLoughlin between Oregon City and Clackamas Town Center. The weekday Line 34 covers Oatfield and River Road, and Line 79 runs on 82nd Drive. The nearest MAX stop is SE Park Avenue in Oak Grove, the Orange Line's southern end, with a 401-space park-and-ride. Buyers who work downtown often drive or bike the Trolley Trail to Park Avenue and ride from there.

Daily life leans toward the rivers. Meldrum Bar Park is 85 acres with a boat ramp and a sports complex. Gladstone Nature Park on Webster Road is a quiet ten acres of paved trail and pollinator meadow. High Rocks on the Clackamas is beautiful and the city is blunt that swimming there is not recommended. Gladstone was once home to the Chautauqua assembly. It drew crowds every summer from 1894 to 1927 and gave the town its early identity. Gladstone is a good example of why I never quote a Clackamas County tax bill from a countywide average. The county's 2025-26 consolidated rate recap lists three different rate codes inside the city. They range from about $18.35 to about $20.15 per $1,000 of assessed value. Most of the city's taxable value sits in the highest of the three. The difference comes down to which school and service districts a given tax lot falls in. The assessor's records for the specific parcel settle it.

The rate is applied to assessed value, not to the price you pay. Under Oregon's Measure 50, assessed value grows at most 3 percent a year, and a sale does not reset it. A long-held Gladstone ranch often carries an assessed value far below its sale price. Countywide, the average home's real market value was about $691,000 against an assessed value of about $370,000 on the 2025 roll.
