Oak Grove and Jennings Lodge are unincorporated Clackamas County, between Milwaukie and Gladstone on the Trolley Trail. This guide covers what homes cost, which loan programs fit, who provides the services, and why the tax bill differs from the city next door.

Why Buyers Ask Me About Oak Grove Home Loans

Ride the MAX Orange Line south until it stops. The last platform is SE Park Avenue. Step off, and the Trolley Trail picks up right there, heading south under big firs and old oaks. You have left Milwaukie. You are in Oak Grove, and almost nobody on the train could tell you where the line was. That confusion is the reason Oak Grove home loans need their own page.

Oak Grove and Jennings Lodge are not cities. Both are unincorporated Clackamas County. Together they fill the strip between Milwaukie and Gladstone, with the Willamette River on the west side. The 2020 census counted 17,290 people in Oak Grove and 7,503 in Jennings Lodge. That is more people than Gladstone, with no city hall.

I have written Clackamas County loans for more than twenty years. Three things set this area apart on a loan file. First, the mailing address says Milwaukie, but the tax bill does not. Second, the services come from a stack of districts, not a city. Third, three school districts split the area. This page covers each one, plus the prices behind Oak Grove home loans.

Is Oak Grove in Milwaukie? What It Means for Oak Grove Home Loans

No. This is the question I hear most. The post office delivers most Oak Grove and Jennings Lodge mail under the name Milwaukie, in ZIP code 97267. So listings, maps and even federal address tools print "Milwaukie, OR." The house is still outside the city limits.

A lender does not care what the envelope says. It cares about the legal jurisdiction. Here is where that shows up on a loan.

The Tax Code Is Different

A home inside Milwaukie pays a city levy. A home in Oak Grove does not. As a result, the consolidated tax rate is lower on the Oak Grove side of the line. I cover the actual rates in the property tax section below. The short version: I never estimate an escrow payment from the mailing city. I pull the tax code for the parcel.

The County Issues the Permits

Building permits, zoning and land use decisions come from Clackamas County, not from Milwaukie or Gladstone. That matters for a renovation loan, an addition or an accessory dwelling unit. The rules that apply are in the county's Zoning and Development Ordinance. A contractor who quotes Milwaukie's code for an Oak Grove house is quoting the wrong book.

The Title and Appraisal Follow the County

Your title report and appraisal will describe the property as unincorporated Clackamas County. That is normal. It does not slow a file down. It only becomes a problem when a buyer budgets from a Milwaukie tax bill or plans a project under Milwaukie rules.

What Oak Grove Home Loans Are Sized For: Local Prices

Zillow tracks both communities as neighborhoods. Its home value index for Oak Grove was about $520,000 at the end of August 2026. That is up about 1 percent from a year earlier. Jennings Lodge came in at about $519,000, essentially flat. In other words, prices here have been steady.

The same index puts the city of Milwaukie near $518,000 and Gladstone near $512,000. So the typical Oak Grove home costs about what its neighbors cost. Meanwhile, Oregon City runs higher, near $598,000.

That price level matters for the loan. The 2026 conforming loan limit for Clackamas County is $832,750 and the FHA limit is $701,500. Most homes in Oak Grove and Jennings Lodge fit under both. The exceptions are the larger riverfront properties along the Willamette. My Clackamas jumbo loan checklist covers what changes above the limit.

Price Range Typical Oak Grove Property Common Loan Programs
Under $425,000 Condos, townhomes and smaller older homes FHA 3.5% down, Conventional 3% to 5% down, VA
$425,000 to $600,000 Single-family homes on the interior streets Conventional 5% to 20% down, FHA, VA
$600,000 to $832,750 Larger homes and bigger lots toward the river Conventional 10% to 20% down, VA, FHA up to its limit
Above $832,750 Willamette riverfront homes Jumbo, VA with full entitlement

One caution on the numbers. A home value index is a smoothed estimate, not a sale price. It rolls forward every month. When I think about appraisal risk, I look at the comparable sales for the house you are buying, not the area figure.

Who Provides Services in Oak Grove and Jennings Lodge

With no city government, services come from the county and a set of special districts. Buyers ask me who to call. Here is the list, taken from the levies printed on the county's 2025-26 tax tables and from each agency.

Oak Lodge Water Services

This is the agency that confuses people most, because of the name. "Oak Lodge" is local shorthand for Oak Grove plus Jennings Lodge. Oak Lodge Water Services provides drinking water, wastewater and watershed protection. It reports about 9,100 customer connections. Voters merged the old water and sanitary districts in 2016, and the combined agency started on January 1, 2017. In 2022 it became a joint water and sanitary authority with its own elected board.

For a home loan, the practical point is the monthly bill. Water and sewer charges do not count in your debt-to-income ratio. That ratio compares your monthly debt payments to your income. The bills still land in your real budget. Therefore, I suggest asking the seller for a recent Oak Lodge statement before you settle on a price range.

The Concord Campus

The closest thing Oak Grove has to a civic center is the old Concord School on SE Concord Road. The parks district turned the historic school building into the Concord Community Center, which opened in November 2024. A new 15,300-square-foot Oak Lodge Library held its grand opening next door on October 18, 2025. The site also has a park with a nature playground and a splash pad.

Looking at a house with a Milwaukie address?

Send me the address. I can tell you whether it sits in the city or in unincorporated Oak Grove, pull the tax code, and run FHA, VA and conventional side by side on the real numbers. Call me at (503) 765-1765 or schedule a conversation.

Loan Programs I Use Most for Oak Grove Home Loans

Prices here sit under both county loan limits on most homes, so nearly the whole menu is open. One program is off the table, though, and I start there.

USDA Loans Do Not Reach Oak Grove

On October 5, 2026, I ran three addresses through USDA's own property eligibility service. Two were on River Road and one was on McLoughlin Boulevard, spread from the north end of Oak Grove down into Jennings Lodge. All three came back ineligible. That matches what I found in Gladstone and Milwaukie. This corridor is urban, and USDA zero-down financing is built for rural areas. If zero down is the goal, my zero-down home loans in Oregon page covers the other routes. For example, Sandy is a Clackamas County city where USDA does work.

FHA Loans in Oak Grove

FHA home loans fit buyers with a smaller down payment or a thinner credit file. The minimum down payment is 3.5 percent. On a $520,000 house that is $18,200. FHA carries mortgage insurance, upfront and monthly. On most FHA loans the monthly premium lasts for the life of the loan. I show that cost next to a conventional quote every time. Also, an FHA appraiser looks at condition, so I flag peeling paint, an aging roof or a failing deck on an older Oak Grove home early.

Conventional Loans in Oak Grove

Conventional home loans cover most of the purchases I see here. First-time buyers can go as low as 3 percent down. Private mortgage insurance can come off once you reach the equity threshold. My first-time home buyer loans comparison lines up conventional, FHA and VA rule by rule.

VA Loans in Oak Grove

Veterans and active-duty buyers can use a VA home loan for zero down with no monthly mortgage insurance. VA has no rural-area rule and no income cap. For an eligible veteran, it is the zero-down loan that does work in Oak Grove and Jennings Lodge.

Renovation Loans for Older Oak Grove Homes

Some buyers here want a house that needs work. A renovation loan rolls the purchase and the repair budget into one mortgage. Because the county issues the permits, I ask the contractor to confirm the scope with Clackamas County before the bid goes into the file. My renovation loans guide explains how the draws and inspections work.

Schools Near Oak Grove and Jennings Lodge: Three Districts

This surprises buyers. The county's tax tables show three school districts inside the Oak Lodge service area. Which one you get depends on the address.

The district changes more than the school. It changes the tax rate too, because each district carries its own levy and bonds. So two similar houses a mile apart can have different schools and different tax bills. Verify the school assignment for the exact address with the district before you write an offer. I confirm the tax code at the same time.

Commute and Daily Life Around Oak Grove Home Loans

Transit is a real selling point here. The MAX Orange Line ends at SE Park Avenue, at the north edge of Oak Grove. The station has a 401-space park-and-ride garage. From there the train runs through downtown Milwaukie and on to Portland.

McLoughlin Boulevard (OR-99E) is the main road, and it runs the length of both communities. TriMet's Line 33 follows it. Line 33 is a frequent-service bus, running every 15 minutes or less most of the day. It connects Oregon City, Milwaukie and Clackamas Town Center. Line 34 covers Oatfield and River Road on weekdays.

Then there is the Trolley Trail. It is a six-mile paved path on the old streetcar right of way, from Milwaukie to Gladstone. It passes straight through Oak Grove and Jennings Lodge. Many buyers tell me the trail is why they started looking here. In addition, River Road runs parallel to the Willamette, and the homes west of it are the ones that reach the water.

Property Taxes on Oak Grove Home Loans

Here is the part where the Milwaukie question turns into dollars. Clackamas County's 2025-26 tables list the consolidated rate for every tax code. In the unincorporated Oak Lodge area, the codes sort by school district.

Now compare the cities next door. Milwaukie's main tax code runs about $22.00 per $1,000. Gladstone's main code runs about $20.15. The Oak Grove rate is lower because there is no city levy on the bill.

It is not a free ride, though. An unincorporated home pays a higher county rate than a city home does. It also pays the Enhanced Law Enforcement levy for sheriff patrol. Those two items make up part of the gap. Fire, parks, the community college, Metro and the school district are on the bill either way.

What does the gap look like on one house? Take a home with an assessed value of $300,000. At the Oak Grove rate, the bill is about $5,656 a year. At Milwaukie's main rate, it is about $6,601. That is roughly $945 a year, or about $79 a month in your escrow payment. Escrow is the account your lender uses to pay taxes and insurance for you.

The rate applies to assessed value, not to the price you pay. Under Oregon's Measure 50, assessed value grows at most 3 percent a year, and a sale does not reset it. A long-held Oak Grove house often has an assessed value well below its sale price. For that reason I pull the actual tax statement for the property before I build your estimate.

ADUs, Middle Housing and the River on Oak Grove Home Loans

Many lots here are large by close-in standards, so buyers ask about adding a unit. The rules are the county's. Clackamas County adopted middle housing rules for its urban unincorporated areas, and they took effect July 1, 2022. They allow duplexes, triplexes, quadplexes, townhouses and cottage clusters in the urban residential zones that already allow single-family houses. Accessory dwelling units are part of the same framework.

Whether a specific lot qualifies depends on its zone, its size and its utility service. So I treat an ADU plan as a question for county planning first. I would not underwrite a purchase around future rental income until the county has confirmed the project. My ADU financing guide covers the loan side once the permit side is clear.

The river is the other item. Homes along the Willamette can sit in a mapped flood hazard area. If one does, the lender will require flood insurance, and the premium goes into your monthly payment. I order the flood determination at the start of the file, not at the end. On a riverfront purchase, I also get the insurance quote before you finalize the offer price.

Could Oak Grove Become a City or Join Milwaukie?

It has been studied. A local group, the Oak Lodge Governance Project, commissioned an ECONorthwest report in 2021. The report looked at three paths for Oak Grove and Jennings Lodge. One was annexing into Milwaukie. One was forming a new city. The third was staying unincorporated.

Nothing has changed the area's status as of this writing. I mention it for one reason. A change in governance would change the levies on your tax bill. If you plan to own here for a long time, it is worth following. Any such change would need a public process first, so it would not arrive as a surprise.

How I Handle Oak Grove Home Loans From Pre-Approval to Closing

The process starts with a real pre-approval, not a quick estimate. My Clackamas County pre-approval guide explains the difference and what documents I need. For this area, I add one step at the front. I confirm the jurisdiction and the tax code for any address you send me.

Once you are under contract, I order the appraisal and the flood determination. Next, I pull the tax statement and build the escrow estimate from the real bill. On an older home, I look at the inspection report with you for items an FHA or VA appraiser will call out.

My office is in Clackamas, near Clackamas Town Center. I work with the same appraisers, title officers and agents on Oak Grove files that I use in Milwaukie and Gladstone. Oak Grove Home Loans Compared With Neighboring Cities

Most buyers looking at Oak Grove are also looking at the cities on either side. Here is the short version. Values use the same Zillow index for every place as of August 2026. Tax rates are each place's main 2025-26 code.

Place Typical Home Value Main Tax Rate per $1,000 Who It Fits
Oak Grove About $520,000 About $18.85 Buyers who want the MAX and the trail without a city levy
Jennings Lodge About $519,000 Varies by school district Buyers who want river and trail access near Gladstone
Milwaukie About $518,000 About $22.00 Buyers who want a downtown and city services
Gladstone About $512,000 About $20.15 Buyers who want a small city and a small school district
Oregon City About $598,000 Varies by code Buyers who want newer subdivisions and more inventory

The honest summary: the homes cost about the same across the first four. The difference is what is on the tax bill and who answers the phone at the permit counter. For the data behind a neighbor, see my Milwaukie housing market report.

Frequently Asked Questions About Oak Grove Home Loans

Is Oak Grove, Oregon part of Milwaukie?

No. Oak Grove and Jennings Lodge are unincorporated Clackamas County. Most mail there is delivered under the name Milwaukie in ZIP code 97267, which is why listings print a Milwaukie address. The home is still outside the city limits. That changes the tax code, and it means Clackamas County handles permits and zoning. I confirm the jurisdiction for the exact address at the start of every file.

Who can help me with a home loan in Oak Grove or Jennings Lodge?

I am Tu Phan (NMLS #7916), a Clackamas County mortgage broker with Fairway Independent Mortgage. My office is in Clackamas, near Clackamas Town Center. I write FHA, VA, conventional and renovation loans for Oak Grove and Jennings Lodge buyers and homeowners. I handle the file from pre-approval through closing. Terms are subject to a full Loan Estimate.

How much do Oak Grove home loans typically cover?

Zillow's home value index was about $520,000 for Oak Grove and about $519,000 for Jennings Lodge in August 2026. Both are well under Clackamas County's 2026 conforming limit of $832,750 and FHA limit of $701,500. Most homes here can be financed with a standard FHA, VA or conventional loan. Larger riverfront properties can cross into jumbo territory.

Are property taxes lower in Oak Grove than in Milwaukie?

The rate is. For 2025-26, the main Oak Grove tax codes run about $18.85 per $1,000 of assessed value. Milwaukie's main code runs about $22.00. Oak Grove has no city levy, though it pays a higher county rate and a sheriff patrol levy. The rate varies by school district, so I pull the tax code for the exact parcel before building your escrow estimate.

Can I get a USDA zero-down loan in Oak Grove or Jennings Lodge?

Not at the addresses I tested. In October 2026, I ran three addresses on River Road and McLoughlin Boulevard through USDA's eligibility service, and all three came back ineligible. The area is urban, and USDA financing is built for rural areas. Eligible veterans can still buy with zero down using a VA loan. Eligibility is set by exact address, so I check each property.

Which school district serves Oak Grove and Jennings Lodge?

It depends on the address. North Clackamas School District covers most of the area, including Oak Grove. Oregon City School District covers a large part of the Jennings Lodge end. Gladstone School District covers a small pocket near Gladstone. Each district carries its own levy, so the school district also changes the tax rate. Verify the assignment with the district before you write an offer.
